RNMF metrology researchers contributed to the success of the 35th edition of the CPEM which took place from 7 to 11 September 2026 in Madrid (Spain) by being authors or co-authors of 27 accepted communications.
The CPEM (Conference on Precision Electromagnetic Measurements) is the most important international scientific conference in the field of electromagnetic measurements. This conference covers a broad range of the electromagnetic (EM) spectrum, from direct current (DC) to radio frequency and optical waves, including practical measurements of electrical energy and power. All aspects of measurements are addressed, including the most fundamental ones for understanding the physical phenomena that occur within materials subjected to an electromagnetic field.
The research topics and work presented relate to research on understanding physical, quantum, mesoscopic or classical phenomena, at nanometric or macroscopic scales, which underlie electrical, magnetic, radioelectric and optical measurements and metrology work associated with all these types of measurement.
The participants are mainly metrologists from national metrology institutes specializing in electrical, magnetic, radio frequency or photonic measurements, university or industrial researchers interested in these measurements and industrial engineers developing electromagnetic measurement instruments or sensors.
CPEM-2026 in Madrid
This conference takes place every two years, alternating between the United States and other locations around the world. This year, it was organized in Europe, in Madrid, by the Centro Español de Metrología (CEM), Spain's national metrology laboratory. In addition to impeccable organization, the CEM offered participants the opportunity to visit three of its national metrology laboratories specializing in electromagnetics: the CEM (quantum references for electrical measurement and optical references for length measurement, as well as dimensional nanometrology) in Tres Canto (Madrid), the ROA (time and frequency measurements) in San Fernando (Cadiz), and the LCOE (electrical current measurements, DC and AC, and a high-voltage electricity testing laboratory) in Getafe (Madrid).
The organization of this edition created a stimulating environment, fostering exchanges and the sharing of knowledge among the approximately 450 participants from 44 different countries. Emphasis was placed on research conducted to address current and future challenges facing industry and society in sectors such as clean energy, digitalization, and quantum technologies.
Moreover, the participation of laboratory members from all over the world has led to the organization of "satellite" meetings, formal or spontaneous, to exchange on the work or reflections in progress carried out within the framework of the CCEM, the TC-EM of EURAMET, or even on inter-domain EM and TF subjects such as phase noise measurements.
Four presenters were invited to the opening:
- Prof. Miguel Ángel Martín Delgado, Complutense University of Madrid : Causality and electromagnetic radiation
- Dr. Lukas Grünhaupt, Physikalisch-Technische Bunesanstalt (PTB) : Metrology for and with superconducting quantum circuits
- Prof. Juerg Leuthold, Eidgenössische Technische Hochschule Zürich : Sensitive measurement of electromagnetic fiels, from the MHz up to the THz by means of plasmonics
- Prof. Maksym Myronov, University of Warwick : Strained Germanium on Silicon as a candidate for resistance metrology
Program and Themes of the sessions:
The programme was planned over five full days, comprising 42 oral presentation sessions and 16 poster sessions. A total of 343 contributions were accepted by CPEM-2026. The presentations and posters were of a high scientific and technical standard and were particularly well presented.
The session themes were:
| Quantum tension | Quantum current | Quantum resistance | Quantum sensors |
| DC Resistance | Current (DC and AC) | Voltage (DC and AC) | Impedance |
| Power and Energy | High current | High voltage | |
| Kibble balance and derivatives | Photonics and optical metrology | Magnetism | Fundamental principles |
Participation française du RNMF
France ranked 6th among participating countries. The RNMF contributed in various ways:
- Three engineers from the RNMF (2 from LNE and 1 from LNE-OP) participated in the CPEM-2026 Technical Committee, which was involved in selecting communication proposals based on submitted abstracts:
Djamel Allal, LNE/ELEC-HF
Olivier Thévenot, LNE/ELEC-QF
Jérôme Lodewyck, LNE-OP/ LTE from Observatoire de Paris
- Two researchers from the RNMF chaired and led the oral sessions:
Wilfrid Poirier, LNE/ELEC-QF : Quantum resistance
Enrico Rubiola, LNE-LTFB : Time and Frequency
- The scientific contributions were provided by the 11 RNMF researchers who traveled to the site. They came from three distinct metrological programmes:
Electricity-Magnetism Metrology (LNE/DMSI/Electrical metrology Dep. in Trappes):
- High frequency : Djamel Allal
- Low frequency : Hanane Saadeddine and Houda Yahyaoui
- Quantum and fundamental: Sophie Djordjevic, Almazbek Imanaliev, Wilfrid Poirier, Mathieu Taupin and Matthieu Thomas
Time-Frequency Metrology:
- LNE-OP (LTE from Observatoire de Paris – PSL) : Joseph Achkar
- LNE-LTFB (SUPMICROTECH/FEMTO-ST from Université Marie et Louis Pasteur in Besançon) : Enrico Rubiola
Mass and related quantities Metrology:
- LNE-CNAM (Cnam/LCM/Masse at LNE-Paris) : Simon Noviant
- LNE (DMSI/LCM/ Kibble Balance at LNE-Trappes) : Matthieu Thomas
RNMF metrologists contributed very actively with 20 communications given as first authors (8 oral and 12 posters): 17 LNE, 1 LNE-CNAM, and 2 LNE-LTFB (including 1 with co-author LNE-OP).
In total, 27 abstracts with a co-author from the RNMF were accepted and presented at CPEM-2026.
The communications accepted and presented at CPEM-2026 may be the subject of extended articles (to be submitted in November 2026) for publication in 2027 in a special "online" issue of the journal "IEEE Transactions on Instrumentation and Measurement (TIM)", after peer review according to the usual process of this journal.
